Permanent Labor Certification (ETA Form 9089)
In order to sponsor foreign nationals who are not classified as a university or college teacher for employment based permanent resident status, the University must file an Application for Permanent Labor Certification (Form ETA 9089) with the Employment and Training Administration, a subdivision in the Department of Labor. This labor certification application provides evidence to the Department of Labor that an employer has conducted its recruitment activities in a manner that meets the established requirements.
Faculty members or researchers who do not have at least three years of teaching or research experience that were acquired after a terminal degree was awarded, and who do not meet the criteria for the outstanding professor/researcher category, may qualify for sponsorship under the category of A Member of the Professions Holding an Advanced Degree.
